A technical background helps but is not always required; many BAs come from business, finance, or operations roles. What matters most is demonstrated ability to analyze data, document requirements, and communicate between business and technical teams.
Yes, list relevant certifications near the top of your resume or in a dedicated certifications section, since some employers filter applications by these credentials. If you are still working toward one, you can mention it as in progress.
